Exchange global address not updating

The clients are using outlook in cached exchange mode, and I read that a manual download of the offline address book can be achieved by going to send and receive, then download address book. I then found this Microsoft article: Which describes setting a registry value that dictates how the OAB should function.I changed the value to this setting: 1 = The Offline Address Book uses the Download Full Items download mode. I then deleted all of the files as per the article. Has anyone else experienced this issue, or have any idea why it would occur?Due to various synching schedules, it can take up to 48 hours before you could actually see a change in Outlook after a modification has been made on the Exchange server or in Active Directory.

I have an exchange 2010 environment, and clients running outlook 2007 with cached exchange mode turned on.

An issue has been highlighted where several users are not in the global address list, its just two users in particular, who were created about 2 weeks ago, and they dont appear.

The Outlook Client failed to download an updated copy of the Offline Address Book because the services have stopped functioning.

Even though Outlook is the last in the chain, it is often the first level where the troubleshooting takes place as usually this is where the request is coming from.
